Prairie Point Community Authority Board and Prairie Point Metropolitan District Nos. 1, 2 and 3
The Prairie Point Metropolitan District No. 1, Prairie Point Metropolitan District No. 2 and Prairie Point Metropolitan District No. 3 are Title 32 Special Districts that have been established for the purpose of financing and installing street, park and recreation, water, sanitation, transportation, mosquito control, safety protection, limited fire protection, and television relay and translation improvements of the District(s); and all other improvements or services permitted by Article 1, Title 32, C.R.S. (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans for the Districts approved by the City of Aurora (as amended) on April 22, 2024, and as it may be further amended from time to time (the “Service Plan”).
The Prairie Point Community Authority Board (the “Authority”) is a public corporation and political subdivision of the State of Colorado, created by the Prairie Point Community Authority Board Establishment Agreement, dated September 16, 2021 (as amended June 6, 2022, August 3, 2023, May 2, 2025 and May 15, 2025), by and between, Prairie Point Metropolitan District No. 1, Prairie Point Metropolitan District No. 2 and Prairie Point Metropolitan District No. 3, as it may be amended from time to time (the “Establishment Agreement”), under Sections 29-1-203 and -203.5, C.R.S.
The Authority has been established by the Districts for the purpose of financing and installing street, park and recreation, water, sanitation, storm drainage, transportation, mosquito control, traffic and safety controls, within the service area of the Districts; and to provide covenant enforcements services and other services permitted by Article 1, Title 32, C.R.S. and the Establishment Agreement (collectively, the “Public Improvements and Services”), except as specifically limited by the Service Plans for the Districts approved by the City of Aurora, as amended and restated April 22, 2024, and as may be amended from time to time (the “Service Plan” or the “Service Plans”).
The Public Improvements and Services are for the use and benefit of the residents and taxpayers within the service area of the Authority and the Districts. The Authority is located in the City of Aurora, Arapahoe County, Colorado.
The Authority may issue up to $250,000,000 in debt which is the same amount of debt any one of the Districts is authorized to issue under the Service Plans, and no more. The Districts have the authority to impose a mill levy on all taxable property within their boundaries as a primary source of revenue for payment of debt.
The Authority does not impose a debt service mill levy, but the Districts may assess a maximum mill levy of 50 to repay debt issued by the Authority, as may be adjusted on or after January 1, 2004 to take into account legislative or constitutionally imposed adjustments to the method of calculating assessed value, to repay such debt.
The Authority does not have boundaries, but the District’s boundaries overlap with the boundaries of Cherry Creek School District 5; Arapahoe County; City of Aurora; Cherry Creek Basin Authority; Developmental Disability; Urban Drainage & Flood and Urban Drainage & Flood South Platte.
The Districts appoint representatives of their respective Boards to serve on the Authority Board of Directors in accordance with the Establishment Agreement.
